The objective of this survey was to gain an insight into the current telecommunication needs of people living in the predominantly rural Southern Southland area.

The key finding from this survey is that current internet provision alongside cell phone provision and coverage is unsatisfactory for a number of people living in this area. A lack of broadband and cell phone coverage is not meeting the needs of these rural communities, especially as a dependence and reliance on ‘a basic level of telecommunications’ grows.

Respondent’s dissatisfaction was reflected with negative ratings and comments directed towards ISPs and cell phone providers. Comments also reflected their extreme level of frustration and helplessness at not being able to access ‘broadband’ or use their cell phone in their home. It was compared by some to having a ‘third world’ provision of telecommunications.

Of those who had a cell phone, almost three quarters could not use their phone in their home. Others had limited and restricted use e.g. could only text from certain places.

Some respondents felt that the lack of cell phone coverage in particular, made them feel more isolated than they actually geographically were. There were also comments regarding the importance of cell phone coverage in terms of safety for both locals and visitors - in emergencies and accidents on farms and roads.

There is limited broadband access in the area surveyed. Those who had access to a broadband service seemed satisfied with their provision. Those who could not access broadband and had no choice but to use a dial up ISP did not seem happy. A small percentage of respondents had accessed a satellite service and were thankful for the improved service (which was compared to dial up). However, they did note that this came at a significant cost of which many thought was worth it, even though they had no other choices.

It is hoped that the results from this survey will give telecommunication providers an insight into the impact of a limited level of telecommunications on a rural community. Feedback received from respondents is that they are very frustrated with the current provision and coverage and many thanked the surveyors for the opportunity to participate in this survey.

There is an expectation from the local community that there is now an opportunity for them to work alongside telecommunication providers and local government organisations to identify solutions to improve current provision and coverage.
